Interlace means that if anything changes from 1 field to the next then you will see 30 Hz 'twitter' (25Hz PAL). Photoshop certainly has a ratio control panel although the default is the last ratio used. Try saving a non compressed file in each application as a jpeg and note the size, then re-open that jpeg in the same application and resave.
